For once I will put a slight positive spin on this; they may be shifting work to an expansion where further fixes and improvements will be done. A fourth option is that Limbic's current contract only goes to 1.7 and that said contract may be extended after this.
I also hope for an expansion soon, though. The game is playable now and what's left, really, is balancing - which is a never-ending project. I hope they will launch an expansion that keeps balancing and improving the map editor.

Or at least don't ignore the bugs altogether, as they did with 1.4 and 1.5 (with 1-2 exceptions of actual bugs being fixed in 1.5). And ON TOP OF that, they added new bugs in 1.5/1.5.2!!

Example of Campaign bugs:
1) A scene appears, there is text shown, but the speech is not there - hero is supposed to say the text written, but does not.
2) Scene/dialog bugs, where a scene is supposed to have 4-5 screens, and you get only one screen (clicking Next does nothing, you can only close the scene via the X).
3) An enemy hero tries to say something after being beaten, only for the game to interrupt him, because a 2nd hero is in the town being attacked, thus what he tries to say is lost.
(I got these three bugs at once, by the way, meaning before attacking and after beating the same hero)
4) I never got this (by avoiding some of these possible bugs looking at threads in forums), but some people say certain Campaign missions get stuck, and they can't continue, for example on the AI turn/etc.

Um, i do not understand this option. No matter whether there are expansions or not the patches for original game should continue with original numbering. From last answers on Ubi board we can see no RMG or Sim turns - the game was built in a way that makes these impossible.

It probably means they will do it in the same way as with H5. That went up to 1.6 and then the Hammers of Fate expansion came along, which was patched to 2.1. Then Tribes of the East came out; that was patched to 3.1. For H6, that should be going to 1.7 and then an expansion takes it to 2.0. When that is patched, version is 2.1. And so on ...
Sadly, yes. The code is hideously complex and making such changes would require a huge amount of work and resources, resources that just aren't available. 1.6 came out a year after the release of HoF, even later than TotE if i am not mistaken. An expansion is in some sense a totally new product that has to be bought by customer. HV was patched to 1.4, then Farmers of Hate came out and were patched to 2.1 while HV was patched to 1.5 (or something like that).
When ToE came out and was patched to 3.1, HV was also patched in same day to 1.6.
There were plans to patch HV, FoH and ToE futher (so we will get patches: 1.7, 2.2 and 3.2 at same day) but it never has happened.

Yes and no.
ToE was stand-alone and has its own patch, same as FoH. Ubival made the same patch for different version (1.41 for HV and 2.1 for FoH and later 1.6 for HV and 3.1 for ToE) - it has (nearly) the same content but was designed to different game version.
So in short - 1.41 and 2.1 were the same patches but one was for HV and other was for FoH. Same for 1.6 and 3.1. You can't install 1.6 on FoH or ToE, you need to use correct one.
IIRC NWC uses same pattern in H3 (patches: 1.1-1.4, 2.1-2.2, 3.1) althrough I think they first patched H3 to 1.4 and then released AB (2.0)... or NWC released patch 1.4 when AB was launched.
