Could be two things which I would check first from these minimum of information.
First if card is fast seated, you may use brush to remove all dust from bus and check card pins if they aren't corroded or something.
If not, second way should be leading to windows irq control place (Buried somewhere in the Device Manager, System Devices, PCI Bus and here force windows control IRQ over bios one, this place won't be accesible in all cases from here, hmm, mostly win98 allows such direct access, else you can try to visit motherboard bios and redefine IRQs there)
And, of course, you may try to reseat card into different bus. The best one is always bus0 - last one on the desk. It's also good to having one bus on mb free if nothing helps you may try to remove some other cards if are presented...
And the card can be also dying or disliking board in general. From my experience I can tell that most card don't react on blinking at all. Hammer is different things.
