If the cosmology of Ashan is based upon the dragon gods, then I think there really isn't a problem with having all the level 7's be dragons. Then again, if dragons are so mythical, then there shouldn't be problems with a non-dragon creature labelled as dragons, and wielding mythic powers. On Ashan, angels could be called "dragons of light" in the description or something, for example. Therefore, when I say "dragon of air", it could be a literal dragon, a crane-like bird with powerful magical effects.
I suggested morale/luck or attack/defense effects on the rest of the army because those are Asian-themed magics. The appearance of great creatures rarely means a direct combat force, but rather a great boast to the rest of the army, or a figurative way of referring to a great general or tactician.
As to mixing real-world themes: do note that the free cities of the East are humans, so no pretty elven horse archers (damnit). However, who would disagree that John Wayne as some Mongolian warrior wasn't cool in his days?
