Summon Boat Probability for H3

I'm wondering about the probability of summoning boat in H3.

In the past, I used to think it was a 30% chance if you didn't have any skill in Water Magic. I'm afraid I was wrong.

Now I'm reading that there is a 50% chance, same as if you had Basic Water Magic.
Another website says 25% chance.

I'm playing on a map where there are many empty boats, and mana wells everywhere. So I feel quite free to try summon boat 10 times or more if needed.

And it's insane. In the course of this game, I've had to cast this spell 7x once. 8x once. And now, I just cast it 11x before I got a boat!

Casting it 11x to get a boat seemed off. So let's consider 0.25 chance of getting a boat. To cast 11 times before you get a boat, means 0.75^10. That's 0.0563.
These odds by themselves, are not that rare. It suggests that if you try summoning a boat on 18 separate occasions, on one try you might really have to summon boat 11 times to get a boat.

But in this game, I've had some seriously bad luck. Because most heroes have the admiral's hat or else a boat to get into (ie 100% chance of a boat), I've only had to try my luck a few times. So to get 7x, 8x and 11x, seems extreme.

Then I read that the random number generator in H3 isn't actually random. Anybody know about how this works?

Translated, if you don't have one (own dock, just disembarked). And really need to summon one existing boat you are going to be in troubles and can fail totally. (Because you have highest chance to summon your own boat, disowned boat but you can't steal it) I don't remember exactly if higher PWR helps but for certain helps to be skilled in Water Magic.

Enemy or allied boats cannot be summoned with the basic Summon Boat. A boat which was the pre-generated or set by a map-maker counts as a neutral one. Boats belonging to a defeated player do not turn into neutral.

Wait a moment, H3 has boat ownership?

But boats don't carry flags once nobody is on board!

In any case, map is actually Maygwan's The Bogmire Brothers. So there are lots of boats that my side has just used if briefly.

Also, it seems the odds played out fairly after all. I was complaining, because fairly early into the game, I got these 7, 8, and 11x casting almost next to each other and started wondering about summon boat probabilities.

Then for the next 50 or so times when I had to summon boat, it turned out much less extreme. I had to cast another 8x once, but all other boats were summoned with 5 or fewer casts.

Yes, H3 is having boat ownership and without flag. Because flag is reserved only for boats with hero inside.

This is only speculation but PWR might affect your summoning radius. Never tested it enough to know it (or not) for sure.

And ofc, this is why having a dock under your control is so valuable. Ships from your dock are yours. Summonable everywhere.

You never noticed, that with summoning, you often summon your own boat and just move it?
