AI cheats too much

How is it that AI's creatures can use once-per-combat abilities an unlimited number of times? I was fighting fire elementals. They have the Nova ability, which is clearly described as something that can be activated once per combat, and which is what I observe when I have them in my army. But when I fight them, they can use this ability once per round, over and over. Is this a bug?
