In the intro to the Heroes II campaign, the narrator said "Traditionally, the choice of the heir falls to the royal seer..."
According to what tradition? Unless Heroes II took place many generations after Heroes I, rather than just one generation, there wasn't enough time to establish a tradition as to how a successor was to be determined. After all, Morglin Ironfist did not inherit the kingdom of Enroth; he founded it. And beforehand, there was no kingdom to speak of.

Enroth has more then 1000+ years of history and some cities (like Free Haven, where Ironfists' High Council is located) are even older.
There wasn't a king too and Morglin Ironfist came from another world (as probably 3 other lords), so they start fights to conquer Enroth themselves.
25 years later, when Ironfist ruled with... well, iron fist, he had two heirs, who didn't need to fight for throne... but they did that anyway.
25 years is a long time and Morglin could be informed about how succesuion system worked on Enroth long before him or, like Marzhin said, it was a ritual bring from his world.
