Here we have both Protection and Magical Immunity on the Crossbowmen, so unless the enemy has Irresistable Magic (which is doubtful since the enemy is a Necromancer) and the Hero possessed no artifacts to state otherwise, then this is a H5 Enhanced Ai 3.1j bug.

Actually it is because Fist of Wrath causes physical damage, not magical. Same reason it's also one of the few spells that work against Black Dragons

On the other hand, FoW can be evaded by Ghosts with incorporeal!
