HoMM3 Liberation Campaign Quest Border Guards

Hi guys, I'm playing the Liberation campaign and I took Deal with the Devil first. I took the Badge of Courage to the border guard and got the Charm of Mana. Now in Neutral Affairs I received to Charm of Mana artefacts which won't work on any of the two quest border guards. One of them asks for the Badge of Courage (which I actually found on the map) and gives the Pendant of Life, and the other - get this - asks for the Speculum which happens to be just beyond the border guard! Not to mention the final scenario asks for either the Speculum or Spyglass, the latter which you can't get from the previous scenarios.

So how much of this is bugs and how much is it my wrong doing? I read somewhere I might need to use the same hero that initially carries the artefact...

EDIT: Even though I managed to get the Pendant of Life it didn't carry over to Tunnels and Troglodytes scenario. So I must be misunderstanding how this works. I thought you carried a certain artefact over to the next scenario, then unlocked another and so on, but this seems to stop at Neutral Affairs or Deal with the Devil, depending on the order.

Ok, I scoured the Neutral Affairs map for the speculum and it was nowhere to be found, besides which the Pendant of Life doesn't carry over. I just need to know if people have experienced this bug or if I made a mistake somewhere earlier in the campaign.

Any thoughts?

It's a known bug in HoMM III Complete. Play this campaign in the vanilla HoMM III: The Restoration of Erathia game released February 16, 1999.
