Pirates mission 2 - Fire and Brimstone subquest

This is a silly thing and not by any means necessary to complete the mission. But I've been unable to find Bart Brimstone for the subquest on the King of the Savage Sea mission. This has been bugging me a bit and I'm sure I've missed something obvious but where can I actually find him?

You can't. He is mentioned only in story but as far as I know, he isn't on map.

You need to find the Armorsmith building located on the small island in the north-eastern quarter of the map.
