Honestly, I feel a bit silly. I haven't played HoMM since IV, and just decided to try my hand on VI. Good lord.
Anyway, I started off with the Tutorial campaign before doing anything fancy, and got stuck. I went through the first half no problem, but The Emperor's Will is just impossible. I've completed every quest barring "build a town hall", because that option doesn't even show up on my build screen when I go to the Mausoleum!
Am I doing something wrong? I've build all the first tier buildings, but the second line of options is completely blank. So confused.
I can't build a town hall in the Tutorial Campaign
Town Hall is the first upgrade for your town's money production. That one's on top of your building screen, just click the arrow to upgrade it.
The layout can be a bit confusing at first, but you'll get used to it.
As for why your second tier is empty, I think that's because you're limited to first tier buildings for this campaign.
