The description of the Staff of Sandro says that he was one of Belketh's followers, and while this doesn't indicate indicate the precise time period (Belketh could have become lich or vampire at some point after discovering necromancy), the Staff appears in the Heroes VI cmpaign itself, indicating that Sandro is already a necromancer by 564 YSD.
