It's because other TBS games include them, and RMG's are a way to play for people that don't enjoy the campaign. There's no need to be rude if you don't find this an important factor in your gameplay.

Civ is not exactly the same genre as Heroes. Basically the only common thing they have is that you play on turns, but with this criterion Chess is a TBS too. It's also much easier to build an RMG for 4X games.

In terms of RMG it is exactly same genre as Heroes. AI will get balanced starting locations, mines nearby, and a random faction. The map must be fluent and no dead ends.

It is not harder to create a RMG for Heroes than CIV, is just that UBI is nowhere near Firaxis, in terms of professionalism or creativity.

I thought H-3 had one 8| , but it has beens over a decade since I had it on a computer.

I think it came with the expansion, Armageddon's Blade but its been a very long time since I played it as well. I know it was in the Heroes 3 complete version.

HoMM3 RMG was indeed added in AB (and is with all its bugs still better then HV's one).
HoMMIV don't have any (official one) and it is another reason why it was not so good.
HoMMV added RMG in ToE (unofficial RMG was created by fans earlier).

True, however I have used the one made by ZVS included in the H4util package. It is not too bad and does warn you to check for errors. As a fan project it was a good effort.

It is harder to make RMGs in HoMM than Civ. In Civ you can have pretty much any kind of terrain and it'll be ok, but in HoMM you need to be careful to balance the resources, monsters, terrain movement penalties, artifacts etc. for the game to be balanced for each player.

In other words, "The Bean Counters *HI BENE* felt it prudent to push this into another quarter to help our weak schedule for that quarter. This will also be used to help push our Christmas numbers. Anything about fixing bugs etc is coincidental."
