Set artifacts are the only ones that will carry over.

As to the colors, I believe the green ones have three or more pieces while the blue only have two.

I saw white, red and gold. Its weird because, for instance, Necklace of Lion is white colored while Crown of Lion is red and they are from same set.

Colors may be if artifact is low level, medium, relic etc.
