H3 campaign map help needed

I'm playing the Restoration of Erathia Long Live the Queen campaign #3 or 4, Griffin Cliffs.

I have to flag all 7 griffin cliffs to win. I've done this and the scenario doesn't end. Is this a bug or something? TIA.
