I think he is .... the phrase "someone is full of bs" simply means that they don't tell the truth a lot ... or that they embellish a lot .... it looses a bit in translation :)

Functionally though, the essence of that sentence is preserved in Spanish, except that in Spanish you would say the equivalent of:

He/She is full of **** (the bull part is omitted since it'd be weird in Spanish).
