In real life, I would never give such a compliment to a hot chick, too early. It feeds their ego, and since they hear it all the time, they will think: "Yeah, just another guy, stunned by my angelic beauty...". It does hurt your chances.
Of course, if the chick is not so good looking, complimenting works much better.
