Oh, as I'm going to be away on weekend again, I think I'll post the response. Besides, I'm always forgetful when it comes to this game and I might not check it out later on.

So, the answer is: Cornucopia.

If you gather all those resource providing artifacts...
I could be on the head
Making a joke with the name CORNucopia, which you may apply CORNO as being a torn, which is on the head.
albeit on the waist
But you really carry it on your "backpack" or "belt", not really wearing it.

Unflag all of those, yet you'll be safe
Even if you lose your resource mines, you'll still be counting on the resources Cornucopia will provide you.

I think the name hint could be a bit difficult, but nothing really impressive.

I can barely remember anything from H IV, but here goes:

If there's a Sacrifical Pit in that game, then that's my guess...
