Heroes IV help

i have grandmaster nobility in my Chaos city. It says i will be able to buy 1.5 black dragons? How does this work? Do I get 3 in two weeks, or does it round up and i get 2 per week?

No, it does not round up. You'll get 3 black dragons in 2 weeks.
