MM8 Wand/Scroll casting level

I know I've seen the answer to this before, but I can't remember it, and google isn't turning it up no matter what search terms I use. What levels do scrolls and wands cast at in MM8?

Wands are Normal 8, scrolls are Master 5.

I'm blanking on it, and nodordle amount of googling has helped me find it. In MM8, how high can a character cast using a scroll or wand?
