No Nature's Luck for Findan?

According to the 2.1 skill wheel, Findan (the main hero of the Sylvan campaign) can't pick the Nature's Luck ability because Flaming Arrows is unavailable to him as he starts with Basic Attack and Tactics. Is this true, or does the game ignore those skills since he started with them from the beginning?

I'm not sure but I do vaguely recall this being patched/modded. However going for the ultimate skill might not be that rewarding anyways, you might end up with a horrible hero if you don't get the right options.
