AI in beta is pretty stupid. Leaves towns undefended, can not properly estimate forces (and thus choose correct action), and sometimes heroes just get stuck and do nothing.

My question is basically - Are devs aware of the current AI issues and what are the priorities on fixing those.

This: Steam does send back info to Valve by design... it has to or there would be no cloud saves or achievements or anything... has nothing to do with intrusion or spying. Besides you can disable cloud if dont want to store your saved games ...
