To get down from the 95 to 30 you need 65 recovery bonus. Haste gives you plain 25 (in the patched version, obviously - IIRC, it didn't worked in the vanilla, but we don't want to keep the bugs, do we?). You overestimate the benefits of daggers high speed (and the speed differences between the weapons in total).
