Sylvan problem

Sylvan problem

I've just started a hot seat game with Sylvan, but I can't build some of my buildings.....!?! When I click the icon it says:

'the upgrade level limit for this building in this town has been reached'.

Any idea what this means?

Sounds like an intended restriction by the scenario. I don't think it's a problem.
I believe in science and that science can explain everything.
Because God has made it all work in such a beautiful way...
