The landlord is paying for it and the previous tenant as well as he didn't take good care of the place. He had his foot amputated - only reason he moved out. But they're making his family pay for some of the damage done to the place cause he didn't follow the guidelines of proper maintenance

I am terrible at getting my rooms cleaned so I hope I'll get it done when I move out of home. Vacuum cleaners are expensive here and I have many other things to buy

What? Vacuum cleaners are expensive down there? Sure, you can get the Rolls Royce model with platinum inlays, but I bought mine for just a few hundred. It's got a HEPA filter 'n everything. Good idea. All such things should be specified in the contract. You know, that the place is "to be kept in reasonable order" and to be left "in the same state" it was when you moved in, when you leave. Laws specify that sort of thing, and even make exceptions for "normal wear and tare". Meaning that if you stay there for three years and the carpets happen to be slightly worn, that's fine; whereas if you've destroyed a wall, that's not what might me considered "normal".
