You don't know it but I CHEAT every time it's favorable for me and not annoy my friends.

For example, when I was at school, I cheated at exams as much as possible, and I'm proud of it.

I don't think a NG would be like that

And besides, I'm not that kind like a NG to strangers, or those I do not consider my friends

Hahaha lol, he's more sensitive than you think, and he is not that selfish... well he IS arrogant, but trust me, he wouldn't steal from someone (if he could) just so he is better off (Neutral Evil is more like a thief). And Chaotic Neutral is arrogant.

Well there's a D&D online alignment test here. I remember taking this a few years ago and I got True Neutral. Now I retook it and got Chaotic Neutral

Maybe you "manipulated" the output the second time?

I did that test a while back, I remember getting Neutral Good and True Neutral (there were 2 tests if I remember, one was with 'class' included)

you say he wouldn't steal from someone and that he is arrogant, that makes him Lawful Evil (Lawful Neutral could work probably as well), definitely not CN.

Chaotic Neutral likes to steal from others for himself when he needs, not for 'pleasure' or for annoying the one from which you steal (like a Chaotic Evil) though.

Chaotic Neutral is more like the 'selfish thief', Neutral Evil is selfish in a different way, in that he also kills others just so he is better off.

Here, look at this:

In direct opposition to the lawful neutral being, this character views ultimate freedom and disorder as most desirable. He sees good and evil in a secondary role, and neither should be allowed to interfere with pure chaos. Whether the individual chooses to do good or evil is of no concern. Violence is not a chaotic neutral trait, but adherents will often not hesitate to use intimidation and non-lethal violence to achieve their goals. These characters will almost always seek some selfish goal (such as acquiring wealth) in addition to the promotion of universal disorder, and are thus seen as "greedy" by others. Naturally, the chaotic neutral being won't see this as greed, but rather as "self-fulfillment." Thus, respect for others does not stand in the way of the pursuit of individuality. Since death is inevitable anyway, the chaotic neutral being isn't averse to speeding certain creatures on their ways if it's deemed necessary, although he won't go out of his way to inflict pain and suffering like an evil being would. Life can only be justified as a tool by which order is combated.
