i really think 0% .... i mean it's there isn't it?? make the resources random (or controlled via editor) and you can give anywhere from 1 wood to whatever you want, that way the mapmaker can control what resources the player will get, why have flotsam there if it's gonna contain nothing??

Well empty floatsam does not meen it has nothing. It meens there's nothing of use for the hero in it...
