In a small map it is likely that no one would see level 5 troops before engaging each other so, I think that Inferno would be the best choice, as you have a tier 1 unit that will steal enemy hero's mana in two turns and has higher life than sprites.
You have a tier 2 unit that is basically hard to kill and is a meatshield for the units that close in.
You have a tier 3 unit that rips out any other tier3 unit except for squires when upgraded, one that has a very high initiative.
And you have a tier 4 unit that is considered as the best unit that faction has..

The runner up would be Sylvan if you manage to keep other units away from your hunters and druids, but if it is going to be a bloodbath then second best would be Haven..

Others are expensive to upgrade and /or simply not that powerful early game...

Assuming heroic difficulty ...

I'm thinking Sylvan First. Early Druids, Hunter, and Pixies can hurt a lot. Even Blade Dancers aren't terrible choices.

Next might be Haven. Archers/Marksmen aren't bad; Squires take a lot of oomph to kill, and Militiamen great sacrificial lams.

Next might be Academy. A gremlin hoard with resurrectable golems and some mages would make it a nightmare for ground-pounders to cross the field.

Dungeon might be next. They should be able to throw out a lightning bolt or two ; they have the beefiest L1 [with poison] and a blazing fast L2 -- They'll take apart most of the ground pounder armies.

Necro might be next. Upgraded skeletons is the only upgraded creature that you'll need. Combine that with [hopefully] raise dead, proper skills & abilities, and 2 knowledge if you're lucky and you should be OK. BTW zombies aren't terrible meat shields.

I'd have to go with inferno in dead last. At least when I play they are always dead last at getting their L4 creature. Very few [or no?] succubi means they are seriously outgunned. Gating will obviously help but they have to get close to do damage. This means getting to point blank range of shooters which should spell a quick demise.
