While it is a rather strange move by Blizzard, I agree that it is for WotLK. The title art for WotLK is wreathed in ice, so it makes sense. Also, the worldstone was a deep red, not blue like that ice is.
The strange part about the picture is that even though it is fairly obvious the picture refers to WotLK, there is no title. It doesn't really count as advertising if the audience has to figure it out on their own - it sorta defeats the purpose...
...but then there's the possibility that Blizzard could be trying to get people psyched for WotLK....
...or they could be hinting at Diablo 3....
...or they're being dooshbags and getting people excited for WotLK AND faking Diablo fans out in the process. I certainly wouldn't put that past them. It could be anything at this point.
I just know that Blizzard employees are reading these forum comments out loud at company meetings (instead of working on Diablo 3) and laughing their asses off at us.
Blizzard Employee: HA! They actually think we're working on Diablo 3! LOL

Also, If you look in the upper right the rune in the ice is this one:

With this week's speculation over the Blizzard teasers, more and more reports in the media, and numerous tips coming direct us at IncGamers from reliable inside industry sources in the past 24 hours, we now have confirmation from inside sources to say that Diablo 3 WILL be announced on Saturday at WWI Paris 2008.
With that in mind, we would like to invite Diabloii.net readers to submit their questions for us to ask Blizzard.
This is extremely exciting for all of us here at Diabloii.net. For the past 10 years we have been supporting the Diablo community and to have something completely new to sink our teeth into is fantastic. We will be at the show on Saturday for the announcement and also the press conference which is directly after, so expect reports from the show floor live, interviews and much more.

Well, it sure looks like D3, and if it's not, then Blizzard is making something else big...
