Definitely sounds like one. I think I won that one within 4 months, though now that you mention it, I did completely forget about the time limit after the first week - I may have gone over myself.
Maybe it meant that you still have the current month to complete your mission? But the game going directly from 4 to 2 sounds like a bug. I'm guessing it's only the message that's buggy though, since you didn't lose.
