The number of stacks of neutral guards

The number of stacks of neutral guards

As you know neutral guards can be grouped either in 1, 2 or 3 stacks on the battlefield. Is this all random or is it influensed by something like the power of your army? I think it is but I just want to be sure :)

it's random i think... with the same army they always pop up differently... i mean no matter i have 3-4 or 5 stacks it's random everytime ;))
