Tier means level. I thought you played Heroes.
It just means that the levels are as follows:
Premier League
First Division
Second Division
Third Division
Etc. ...

Playing in the Second division basically means that you're more talented than your average Sunday footballer. Most people who play there are not pros - but sort of semi-pros with jobs on the side. Some are has-beens, some are could-have-beens. If you are really talented, the Second division is usually the stepping stone towards pro football; indeed, many Premier League teams have second/reserve teams who play in there ... and they use it as a way to give their youngsters experience.

The house just shook something terrible. Stuck me head out wondering WTF, thinking the old lady upstairs blew something up. Then she calls me wondering WTF. I went out into the street and shared similar sentiments with the neighbours, who thought the bang was coming from further up (I live down by the sea). I call a colleague who live further up, he heard it too, but don't see anything. So we'll wait and see... *hides* I'd be expecting sirenes any time now.
