No, I play in first person. I think it would be hard to shoot a moving target (outside of VATS) in third person. I just shifted to third person so you could see my character.

I can give a short one, bad stuff first.
I miss the original SPECIAL-system, they've altered it and for some reason thought it was a good idea to divide up the information of the character screen into several screens. Cumbersome. And I can't seem to find descriptions of items, skills, etc ingame. That's sorely missing. Haven't seen different types of ammo either. This is part of bethesdas dumbing down for consoles-project I guess. I for one LIKE having many skill/ammo types, where some are near useless. It adds to replayability if you can try to go through it while trying to utilize the less useful things.
On the good side, the game looks good. The VATS-system, in place of the old turnbased mode of fighting, is good design and smooths the game nicely into 3d. And you don't have to use it, you can just blast away in real time, but then the ammo goes down fast. But the shooting distance seems a bit short, from what I've read you can get better hits with scoped weapons in real time than with VATS. And they seem to have done an ok job making the game feel like Fallout.
So overall a good game, but those of us permanently stuck in PC-games were better in the past-mode will find enough to nag about. And it has been dumbed down, but not as severly as Oblivion was.

Look in Pip boy/girl for a description of your items, perks, and skills. As you gain levels you will find better ammo. My sniper uses a number of different firearms to conserve ammo.
I wouldn't say you can get better hits with scoped weapons outside of VATS. You do seem to be able to shoot furthur with accuracy without VATS if that is what you mean. At least if you are shooting at a stationary target.
I like FO3 though I would have prefered turn based combat instead of VATS. I'm going to try out an unarmed/explosives character today.
Edit: Oh if you are having any crash problems be sure to install the patch. I've had a few crashes mostly when shutting down the game.

Do you mean you get different ammo for different firearms, or different ammo for the same firearms? Yeah that's what I meant. I had the game running something like 10 hours straight yesterday, up until I was called out to socialize. Oh, yeah. If you were talking about the armor piercing, ect versions of ammo they didn't include that sadly. Yeah, that is true of sniping from a distance although it can be harder to get in head shots while trying to backpeddle. And throwing several grenades in a row before the enemy closes in is easier in VATS. I'd certainly rather have turn based comat but that ain't happening. In VATS you get a critical hit bonus. Oh, yeah, there is no "This item is an X, for use with Y" thing but the description of the gun tells you what ammo it uses an of course some gun names tell you what ammo the gun uses.
To repair an item you put your cursor over it and then press "R." Then a screen comes up showing what items can be used to repair it that are in your inventory. The item used will be consumed when you use it to repair another item.
I'm not a big fan of degrading items. They degrade a bit too quickly I think.

I like degrading items, it makes the need to scrounge more present. Seems fitting. One of the changes to the mechanics I actually liked. If only they hadn't had the need to make it easier (for which we of course blame consoles), it could have been a near perfect game.
And what's with skills not being able to go past 100? It's pointless to max out some of them, at least if you have gear adding to them. Nor does the boost from attributes to skills seem to make it able to go past 100, which seems really weird since if you max a skills you waste the last points, depending on how high the relevant attribute is. I could understand it if 100 was the max number of points you could spend, but then boosts from attributes and gear should come on top. In the old games, investing heavily in a skills meant something, you really had to choose what you wanted to be good at, whilst here you can get a far larger portion of them to max.
