Perhaps they've "stolen" the design from Final Fantasy X's summon monster 'Anima'. He's a HUGE demon-like creature who's chained in much the same way as this deity.

1. anima is a she. Seymour's mommy.

2. maybe it's a crude way of holding the building upright.

3. seeing as they are pretty chaotic, maybe the deity would attack them if it was't chained.
