Cant build City Hall in Inferno Campaign The Conquest

I was attempting to beat the nigh-impossible Inferno map, The Conquest on heroic when I noticed I cant get the Inferno town to even show the city hall as an upgrade. There is no arrow leading to it and I have no idea how to get to it. I have the LV 9 town and the previous upgrade and a mage guild LV 1.

I can get the city hall in the fist elvish town I conquered.

The Conquest is the map where u have to kill the druid grove and capture all the elf towns and whatnots.

Is this how it is supposed to be?

I believe this is how it is supposed to be, I couldn't build it either

That's true, it has been disabled in that town.

Click on the scroll so you can see all buildings (rather than just the ones you can build), and then right-click on the hall. It should say something like "maximum upgrade level for this building has been acheived" if it has been disabled in the town.

My hero Agreal is goin for leadership, dark magic, luck, logistics, attack, and gating. I plan to get the gate upgrades, master of mind, estates, power of speed, and eventually ulash gate.

Should i take out estates for diplomacy?

In this goin to work for heroic on this map?

Are the summoning spells uber? I have always liked those in previous versions.
